Filing a complaint
If you suspect your local candidates, donors or county committees are improperly funneling campaign contributions or are failing to report them accurately, you can file a complaint with the Fair Political Practices Commission.
The commission accepts either sworn complaints or anonymous tips. Instructions can be found here: http://www.fppc.ca.gov/index.html?id=498

About the law
Limits on giving to county political parties were established by Proposition 34 – a ballot measure passed by voters in 2000. The most up-to-date version of the Political Reform Act, which includes the limits, can be read here: http://www.fppc.ca.gov/index.html?id=51
The Act can only be amended by a two-thirds vote in the Senate and Assembly or through the initiative process.
